Biography

Born in 1971 in the town of Hançalar in the Çal district of Denizli. Completed primary education at Hançalar Primary School and lower and upper secondary education at Çal İmam Hatip High School, graduating first in the class.

Graduated in 1994, ranked third, from Ankara University Faculty of Law, having enrolled in 1990.

In 1995 began working as a research assistant in the Chair of Labour Law and Social Security Law, Department of Labour Economics and Industrial Relations, Faculty of Economics and Administrative Sciences, Gazi University.

Completed a master’s degree in 1998 at the Institute of Social Sciences of the same university with the thesis “The Concepts of Workplace and Enterprise in Turkish Labour Law” (Türk İş Hukukunda İşyeri ve İşletme Kavramları).

In 1999 spent one year abroad on paid leave conducting research on “Modern Employment Relations” at the Faculty of Law of Heidelberg University, Germany.

In 2004 received the title of doctor in the Chair of Civil Law, Department of Private Law, Institute of Social Sciences, Ankara University, with the doctoral thesis “The Employer’s Duty of Protection Independent of the Duty of Performance Arising from Social Contact and the Employment Relationship”.

On 8 April 2010 received the title of associate professor with the book “The Subcontractor Relationship and the Problem of Collusion in Turkish Labour Law” (Türk İş Hukukunda Alt İşveren İlişkisi ve Muvazaa Sorunu), submitted as the associate professorship thesis.

In 2013 moved to Gazi University Faculty of Law, where for more than two years served as a member of the faculty board, director of the Vocational School of Justice of the Faculty of Law and member of the university senate.

On 31 August 2015 began serving with the title of professor in the Chair of Labour and Social Security Law, Department of Private Law, Faculty of Law, Social Sciences University of Ankara.

Numerous articles and case commentaries have been published in various professional journals and publications, and the doctoral, associate professorship and professorship theses have been published as three books. Has given talks and lectures on current issues in individual labour law, collective labour law and occupational health and safety law at workers’ and employers’ unions, civil servants’ unions and many public institutions, notably ÇASGEM.

Serves as an expert witness at the Ankara Labour Courts, official mediator at the Ministry of Labour and Social Security, member of the High Arbitration Board and member of the Central Disciplinary Board of the Ministry of Youth and Sports. Has also served as a member of the TÜBİTAK ULAKBİM commission for law-based journals, was appointed as an associate member of the Turkish Academy of Sciences (TÜBA) from the TÜBİTAK quota, and served as deputy chair of the commission on the law on alternative dispute resolution in labour disputes within the Directorate General of Laws of the Ministry of Justice.

After the coup attempt of 15 July, was appointed acting rector of Çankırı Karatekin University on 27 July 2016. After serving as acting rector until 27 December 2016, was appointed to the Supervisory Board of the Council of Higher Education.

By Presidential Decision No. 2019/132 published in the Official Gazette of 23 May 2019, was appointed Rector of Ankara Yıldırım Beyazıt University.
