Has studies on national and international tax practice, electronic taxation, budget and procurement law, and financial management and auditing.



Biography

Completed undergraduate studies at the Ankara Faculty of Political Sciences (Mekteb-i Mülkiye) and a master’s programme in business administration in the United States. Completed a doctorate in the Department of Financial Law at Istanbul University Faculty of Law.

For many years held positions as civil servant, central auditor, senior executive, member of supervisory and executive boards, and chief adviser in the central organisation of the Ministry of Treasury and Finance (the former Ministry of Finance), its related and affiliated institutions, and the finance and banking sector.

In these positions played an active role in tax, budget, procurement and expenditure law, financial crimes, management of treasury assets, banking and central banking, treasury operations, and human resources management and coordination. Attended national and international financial courses and programmes and conducted academic studies in financial law.

Holds sworn financial adviser and independent auditor certificates and continues academic work as a Professor at the Faculty of Law of Social Sciences University of Ankara.
